Well....maybe. I wrote in to ask about the birthday offer I get every year. Here is the response:

Thanks for writing, and we do appreciate our loyal players like you. We appreciate the opportunity to shed some light on how the Marketing Department determines how
offers and incentives are designed, and hopefully this will answer a few of your concerns.

Our direct mail algorithms calculate offers based on a number of factors. Generally speaking, our direct mail program is based on daily tracked play activity on the Total Rewards card. Offers are based on a number of business factors including: tracked play, frequency of visits, length of play, location or address, etc. One common misconception about how the level of play is calculated is that it is based on the total amount of money a guest plays at Harrah's Cherokee in a specific period of time; for instance, in a year. The "level of play" measurement for coupons and offers is actually based upon a number of different factors, including the average amount of play a guest makes per visit. We understand it can be disappointing to receive an offer value that is less than expected; but rest assured this is a marketing strategy and based solely upon your recent unique account activity.

In researching your TR account, it appears as if your offers are consistent with approved marketing reinvestment strategies, and in-line with other patrons who play at similar levels.

So then I replied back again bc that did not answer my question about birthday offers and got this reply:

Thank you for contacting Harrah's Cherokee. Upon further research of your account, we do not currently show a birthday offer available to redeem. Birthday offers are not sent out to all total reward members and are based on play here at Harrah's Cherokee. We do show that your last three trips here at Harrah's Cherokee were on 03/16/17, 09/25/16 and 08/15/17. To receive offers for Harrah's Cherokee we do require 3 trips within a 3 month period with a minimum of 80 based reward credits earned each trip. This offer requirement is specific to Harrah's Cherokee and varies depending on the property you would like to receive offers from. If you have questions or need assistance, a Total Rewards Agent will be happy to assist you during your next casino visit.
