After the last few dismal trips to the Tampa Hard Rock I went in search of the Seminole Compact with the State of Florida to see if there was any information on the payback percentage.

What I found in the compact was this: "The annual average minimum payout of all the slot machines in each facility shall not be less than eighty-five percent (85%).

Math has never been my strong suit, but from the way I read this and knowing that there are approximately 5000 slots, if an annual payout is 85% on the total machines, it's not wonder you can't buy a win.
