The cops (at least where I am) seem to be looking the other way with the "casual," i.e., potential medical user and low-volume supplier due to the changes that are coming, and also because they have their hands full with the heroin epidemic. Mind you, it's a ginormous concern for us since it's almost impossible to tell who is using and who is not at the same time as we're trying to monitor alcohol intake.
